Tobias Michael Carel Asser was born on 28 April 1838 in the Netherlands and trained as a lawyer and legal scholar. His work centered on creating permanent structures for resolving conflict between nations through law, not force. At the First Hague Peace Conference in 1899, he played a central role in establishing the Permanent Court of Arbitration — a standing body where states could submit disputes to neutral judges.
