Suleiman II came to the throne on 15 April 1687 not through succession but through armed revolt, carried in by soldiers who'd had enough of the previous reign. The empire he inherited was hemorrhaging territory in the War of the Holy League, pressed on multiple fronts by European powers. He paired with grand vizier Fazıl Mustafa Pasha and together they launched sweeping fiscal and military reforms, shoring up a treasury and an army both near breaking.
