Vojislav Koštunica

Koštunica won the 2000 Yugoslav presidential election as the candidate of the Democratic Opposition of Serbia coalition, a victory that toppled Slobodan Milošević and lifted international sanctions. But he strictly opposed cooperation with the International Criminal Tribunal for the former Yugoslavia, and his party quit the government in protest when Milošević was extradited to The Hague. He served as the last president of FR Yugoslavia until 2003, then returned as Serbia's prime minister in 2004 with the support of Milošević's own Socialist Party - a minority government born from the wreckage of the coalition and the assassination of Prime Minister Zoran Đinđić. He helped draft independent Serbia's first constitution and declared the country neutral, then opposed the EU Stabilisation and Association Agreement during his second term, a stance that collapsed the government in 2008 and handed power to pro-European parties. He founded and led the Democratic Party of Serbia from 1992 until March 2014, when he resigned after the party failed to enter parliament for the first time, then left it entirely that October over what he saw as a betrayal of neutrality.
