Born 14 July 1942, Francisco Javier Solana de Madariaga trained as a physicist before entering Spanish politics with the PSOE. He served as Foreign Affairs Minister under Felipe González from 1992 to 1995, then took the helm of NATO as Secretary General in 1995, leading the alliance through Operation Allied Force in 1999.
