Morrow was an American politician and judge; serving at various times as a United States representative from California, a United States district judge of the United States District Court for the Northern District of California and a United States circuit judge of the United States Court of Appeals for the Ninth Circuit and the United States Circuit Courts for the Ninth Circuit.
