A member of the Democratic Party, Young also served in the U.S. House of Representatives during the 73rd, 74th, 77th, and 81st congresses. He was a veteran of the Mexican Border War, World War I, and World War II, where he served as the Allied Military Governor of the Italian Province of Reggio Emilia in 1945.
