Rafig Mahmud oghlu Mehdiyev was an Azerbaijani painter and professor. He was awarded the title of the People's Artist of Azerbaijan, and served as a professor and chairman of the graphics section of the Union of Artists of Azerbaijan. He was a presidential scholarship holder.
