A former bus driver turned union leader, Maduro entered the National Assembly in 2000 and climbed through Hugo Chávez's government — foreign minister, then vice president. When Chávez died in 2013, Maduro won a special election and became president. By 2015 he was ruling by decree. Shortages and falling living standards triggered waves of protests in 2014 and 2017; when voters elected an opposition legislature, his Supreme Tribunal stripped it of power.
