Sharq became Chairman of the Council of Ministers - the government of the Soviet-backed Democratic Republic of Afghanistan. He was selected as a compromise candidate after a loya jirga ratified a new constitution in 1987. However, the power of his office was relatively slight compared with the powers held by the presidency.
