Mikheil Saakashvili was a jurist who entered Georgian politics in 1995 as an MP and justice minister under Shevardnadze, then founded the opposition United National Movement. In 2003 he accused the government of rigging parliamentary elections, triggering mass protests that ousted Shevardnadze in the bloodless Rose Revolution and carried Saakashvili to the presidency in 2004. He dismissed the entire police force, slashed taxes and civil servants, and pushed military spending to 9.2% of GDP by 2007 - GDP grew and Forbes called Georgia's tax burden the world's fourth lowest by 2009, though scandals mounted over police brutality, a murder, and systemic prison torture. After his party lost the 2012 parliamentary election and an opposition candidate won the 2013 presidential race, Saakashvili left Georgia; prosecutors filed criminal charges in 2014. He governed Ukraine's Odesa Oblast for 18 months, was stripped of Ukrainian citizenship and rendered stateless, then had it restored by Zelenskyy in 2019.
