Lyman Louis Lemnitzer was a United States Army general of the Cold War. He notably served as the fourth chairman of the Joint Chiefs of Staff from 1960 to 1962 and Supreme Allied Commander Europe of NATO from 1963 to 1969. As chairman of the Joint Chiefs of Staff, Lemnitzer was responsible for drafting Operation Northwoods, a proposed plan to create support for military action against Cuba, by orchestrating false flag terrorism acts in the United States.
