Kassym-Jomart Tokayev

Born in Alma-Ata in 1953, Tokayev trained at Moscow's diplomatic institute and began his career in the Soviet foreign service before joining independent Kazakhstan's Ministry of Foreign Affairs in 1991. He twice served as foreign minister - 1994 to 1999 and 2002 to 2007 - shaping the country's nuclear disarmament and foreign policy, then moved through prime minister and chairman of the Senate before a stint as Director-General of the UN Office at Geneva from 2011 to 2013. When Nazarbayev resigned in March 2019, Tokayev became acting president and won a snap election three months later as the ruling party's candidate, initially aligned with his predecessor. In January 2022, fuel-price protests exploded into violent unrest; Tokayev declared a state of emergency, called in Russian-led peacekeeping forces, and oversaw a crackdown that left casualties and mass arrests. He used the crisis to break with Nazarbayev, purged the former leader's allies, amended the constitution to shorten presidential terms, and rebranded himself as a reformist independent, winning reelection in 2022 with 81% of the vote.
