Born 24 April 1947 in the Catalan village of La Pobla de Segur, Borrell trained as an aeronautical engineer and economist, later teaching mathematics. He entered politics in the 1970s with the Spanish Socialist Workers' Party during the transition to democracy, rising through Felipe González's governments: General Secretary for the Budget and Public Spending from 1982, Secretary of State for Finance from 1984, then Minister of Public Works and Transport from 1991 to 1996.
