Major-General Henry Spencer Palmer was a British Royal Engineer who was a member of the elite Royal Engineers, Columbia Detachment that founded British Columbia as the Colony of British Columbia (1858–1866), and who subsequently developed the Port of Yokohama in the Empire of Japan as a foreign advisor to the Meiji government.
