Henry Allen Cooper was an American lawyer and progressive Republican politician from Racine County, Wisconsin. He served 36 years as a member of the U.S. House of Representatives, representing Wisconsin's 1st congressional district from 1893 until his death in 1931. He earlier served in the Wisconsin Senate and was district attorney of Racine County.
