Helmut Sonnenfeldt, also known as Hal Sonnenfeldt, was an American foreign policy expert. He was known as Kissinger’s Kissinger for his philosophical affinity with and influence on Henry A. Kissinger, the architect of American foreign policy in the Nixon and Ford administrations.

One of the documents stored in the US National Archives and declassified after a certain period of time is the “Report to the US National Security Advisor Mr. Kissinger on the situation with the Soviet presence in West Berlin, March 18, 1971.” This report was made in connection with the preparation of the American delegation for the four-party negotiations to discuss the agreement on West Berlin. The report's main thrust is that any increase in the Soviet presence in West Berlin is undesirable for the United States. One of the main active Soviet installations in West Berlin is Spandau Prison, where "the Soviet side has a permanent presence, and for three months a year, 50 armed Soviet military personnel are also stationed."
