In 1972, he was elected for the first time to the 5th Lok Sabha from Koraput. Subsequently, he was re-elected to the Lok Sabha in 1977, 1980, 1984, 1989, 1991, 1996, 1998 and 2004. He was the Chief Minister of Odisha from 17 February 1999 to 6 December 1999.
