Edward Kunhardt Hidalgo was a Mexican-American attorney who served as United States Secretary of the Navy from 1979 to 1981. Appointed by President Jimmy Carter, he was the first Hispanic American to serve in the office and promoted the recruitment of Hispanics for high command.
