Born in 1961, Bhandari rose through the Communist Party of Nepal (Unified Marxist–Leninist) to vice-chair and led the All Nepal Women's Association. She served as minister of environment and population in 1997, then became minister of defence in 2009 — the first woman in that role — holding it until 2011. Her environmental advocacy took her to the International Union for Conservation of Nature headquarters in Switzerland in 2017, where she met director general Inger Andersen to discuss conservation and sustainable development.
