Arif Nazar oglu Heydarov was a Soviet Azerbaijani government and law enforcement official. He held the rank of General-Lieutenant and served as the Minister of Internal Affairs of the Azerbaijan SSR from 1970 until his assassination in office on 29 June 1978.
