A member of the Democratic Alliance of Hungarians in Romania (UDMR), he was elected to the Chamber of Deputies in the legislative elections of 1992, and reelected in 1996 and 2000. In 1996-1998, Birtalan was Minister of Tourism in Victor Ciorbea's cabinet.
