Summary
Updated 2026-06-09

He held Iraq's presidency from 2022 to 2026, the fourth non-Arab to do so — a detail that matters in a country where ethnic arithmetic shapes power. Before that, seven years steering water policy: dams, marshes, floods, supply.

Biography

About

Born in August 1944, Abdul Latif Rashid spent years as a spokesperson for the Patriotic Union of Kurdistan in the United Kingdom before returning to post-invasion Iraq. In September 2003 he became Minister of Water Resources under the interim government, a role he kept through the transitional government and then under Nouri al-Maliki until December 2010 — managing irrigation, hydropower, flood control, and the delicate work of restoring the country's drained marshes. He succeeded Barham Salih as president in 2022 and served until 2026.
