Berdimuhamedow served as health minister and deputy cabinet chair under Saparmurat Niyazov, Turkmenistan's first president, before becoming acting president on Niyazov's death on 21 December 2006. He won the 2007 election without meaningful opposition and built an authoritarian system rights groups call one of the most repressive on earth, maintaining a cult of personality and unlimited control over public life alongside relatives and associates. Re-elected in 2012 and 2017 with margins topping 97%, he joined the People's Council in 2021 with a reported 100% of electors' votes and was unanimously named its chairman. On 19 March 2022 he stepped down as president in favor of his son Serdar, who won a snap election judged neither free nor fair, then returned as chairman of the reconstituted council - the top leadership body - bearing the new title National Leader of the Turkmen People.
