Tobias Michael Carel Asser was born on 28 April 1838 in the Netherlands and trained as a lawyer and legal scholar. His work centered on creating permanent structures for resolving conflict between nations through law, not force. At the First Hague Peace Conference in 1899, he played a central role in establishing the Permanent Court of Arbitration — a standing body where states could submit disputes to neutral judges. He also founded the Hague Conference on Private International Law, which standardized rules across borders for commerce, family law, and civil matters. In 1911, he was awarded the Nobel Peace Prize jointly with Alfred Fried for those achievements. He died on 29 July 1913.
