The district includes a large swath of northeastern Pennsylvania, anchored by Scranton, Wilkes-Barre, and the Poconos. He is a member of the Democratic Party. Cartwright was first elected to Congress in 2012 after defeating incumbent Tim Holden in the Democratic primary. As an attorney, Cartwright previously worked at the law firm of Munley, Munley, and Cartwright.
