## Bio

Born 24 April 1947 in the Catalan village of La Pobla de Segur, Borrell trained as an aeronautical engineer and economist, later teaching mathematics. He entered politics in the 1970s with the Spanish Socialist Workers' Party during the transition to democracy, rising through Felipe González's governments: General Secretary for the Budget and Public Spending from 1982, Secretary of State for Finance from 1984, then Minister of Public Works and Transport from 1991 to 1996. After an unexpected PSOE primary win in 1998 made him Leader of the Opposition, he resigned in 1999 and shifted to Brussels, becoming President of the European Parliament from 2004 to 2007. He returned as Spain's Minister of Foreign Affairs in 2018 under Sánchez, then moved up in 2019 to High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, holding the role until 2024.
