Born in Yangzhou in 1926 during Japanese occupation, Jiang studied electrical engineering, joined the Communist Party in college, and graduated in 1947. After 1949 he trained at the Stalin Automobile Works in Moscow, returned to Shanghai in 1962, and spent 1970–1972 in Romania building machinery plants. He rose through technical posts — vice chair overseeing special economic zones after 1979, vice minister of electronics in 1982, mayor of Shanghai in 1985, then party secretary there in 1987. In 1989, after the Tiananmen massacre, he replaced the ousted Zhao Ziyang as general secretary, a compromise choice who consolidated into paramount leader as the old guard faded. He formally introduced the term "socialist market economy" in 1992, broke the iron rice bowl, privatized state enterprises, barred the military from business, and launched education initiatives including Projects 211 and 985. His era saw Hong Kong's return in 1997, Macau's in 1999, WTO entry in 2001, and a crackdown on Falun Gong starting in 1999.
