Born 14 July 1942, Francisco Javier Solana de Madariaga trained as a physicist before entering Spanish politics with the PSOE. He served as Foreign Affairs Minister under Felipe González from 1992 to 1995, then took the helm of NATO as Secretary General in 1995, leading the alliance through Operation Allied Force in 1999. That October he moved to Brussels as the European Union's High Representative for Common Foreign and Security Policy, simultaneously holding the titles of Secretary General of the Council of the European Union and Secretary-General of the Western European Union. He held all three posts until December 2009, a tenure that spanned the EU's eastward enlargement and its effort to speak with a single voice on the global stage.
